@The_Tin_Knight technically, civil service institution should be unlocked until level 5 regardless of your laws, while minimum wage levels are unlocked with the minimum wage law. The way this is coded might have changed from when I first published the mod and I might have overlooked this when updating it -- looking into it now!

Hi, a question: What should I do or what other laws do I need to have in order to reach all 5 levels of minimum wage and civil service? It stays at level 1 when I enact the law, and the other levels appear locked.

@Elon_Uzumaki the USA has the same legitimacy with and without my submod on my end. Can you try playing with the US with only CWE enabled and see if there are any differences? If you still run into this issue, it is worth reporting to the CWE team. Though it could be something to do with the game engine or just something you have to deal with while playing with the US.
