Laws and Bureaucracy Expanded (Cold War Edition)

Description
This mod was created as an expansion for the Cold War Era Mod (1950) by settintotrieste.

This mod is intended to increase the number of laws available on the CWE mod, but also make changes to how important are bureaucracy and government buildings. These changes can (and will likely) cause some balancing issues. Do not report those to the creator and moderators of the CWE mod, you can just comment under this workshop page and I'll see what I can do. Please make sure to test out the bug without this submod active before reporting it.

New Laws:

Migration Encouraged Law
Compulsory Secondary School Law
Compulsory Post-Secondary School Law
Universal Health Care Law
State-Guaranteed Child Care Law
Drugs Legal Status Law Group
LGBTQIA+ Rights Law Group

New Institutions:

Civil Service Institution - Increases Bureaucracy Earned and Government Wages
Minimum Wage Institution - Increases Minimum Wage


Changes:

Institutions now cost extra bureaucracy

@The_Tin_Knight technically, civil service institution should be unlocked until level 5 regardless of your laws, while minimum wage levels are unlocked with the minimum wage law. The way this is coded might have changed from when I first published the mod and I might have overlooked this when updating it -- looking into it now!

Hi, a question: What should I do or what other laws do I need to have in order to reach all 5 levels of minimum wage and civil service? It stays at level 1 when I enact the law, and the other levels appear locked.
