I found the best way to encode DDS files was with the directX tool texconv. The current version of the mod is encoded in DXT1, which excludes the alpha layer for filesize. The only optimization left I know of is to eliminate some of the empty space by packing the textures together tighter.
Also, LOL! Someone else actually noticed the broken fur patterns. I knew about them, just a lot of work to fix.
