As the Kaiser's creator, I think it fits well enough, and if you really want it to fit the lore, he could just have decided to change his appearance or maybe he got tired and worn-down after all those cycles and forgot to bath or smth.

also this kinda doesnt make sense, Kaiser Kattail isnt a Katzen, hes actually a literal Cattail plant from PVZ that got mixed with a katzen (Weeny Pouchkinn) after jumping into the third Flusion Cycle. (Deep gigas lore, http://gigastructural-engineering-lore.wikidot.com/characters:kaiserkattail )
