This is an old mod, and a very small request fr me to bust out the Creation Kit.

I have not altered this mod since its release, and hardly even recall how I made it to work, but you need to have the appropriate perk unlocked to upgrade them, and take into account that they may only be upgraded to dragonbone level.
Other than that, I don't think I can help you.

Are you referring to the spiral that goes up the hilt of the Iron Sword?

In most modern depictions, however, the Excalibut has something to do with dragons, whether being created by them or killing them, so I went with the former, as Skyrim is full of dragons and your job is mostly to kill them.

I do not believe that you can temper the weapons, but I don't remember.
The weapons can, however be upgraded at a forge, provided you have the needed materials.

I do not get payed to make mods for you. If I did any work for you out of the goodness of my heart, there would be no bonus in it whatsoever, so the words "also as a bonus you could [...]" carries no incentive for me.
Please refer from making mod-requests that have nothing to do with the mod you are posting on.
The genericity of your request leads me to believe you may be posting the same request on more mods than my own, which is the direct opposite of flattering.
This is like you seeing me get into my car, and asking me if I could build you one, because you know, you do not have the patience to figure where to get it or how it works.
The problem you want me to solve would not be doable the way you propose (I don't know if you would even care to know that, because, you know, you don't have the patience to learn how to mod), as the orientation of a sheathed weapon has less to do with the weapon itself, and is more of a rigging issue.
TL;DR: If I made axes that looked 'right' to you, your character would hold them by the head in combat.
The code of the weapon is different for every game, depending on how many mods you're running and in what load order, so I can not provide you a code that would work.
You will have to use the Help command in the console to find out what code you need to use.
