It may have something to do with the fact that I am following the Imperial Apotheosis religion from the other mod.
at the moment u can click decision (i went expanded pantheon before switching to apotheosis) but cannot actually build it
If you haven't looked yourself, I glanced at the main mod's change log and it looks like they did make quite a bit of changes to the monuments. I might have to play another game after you and a couple other submods I use have the time to update :)
Clearly this is the mod developer's fault and not user error.

underneath the associated ones starting with NHS. I'm not doing a Hellenic run, so can't confirm, but it looks like for the associated temples not popping up it's the same issue and fix. Just duplicate the requirement starting with NHS and make one starting with ELY right below it :)
(and to be honest fixing the Culture shift problem is a far bigger issue, was wondering why I couldn't build the leading angel)
But have you considered a palace or something? I really miss the gilded keep that the main mod used to have. Seems strange the "greatest" civilization wouldn't build a new palace in Elysia.
Something that boosts governing ability like the white house monument does.
