With the recent changes to schemes, if you want to unlock the success chance simply go to Steam\steamapps\common\Crusader Kings III\game\common\defines and open the 00_defines.txt file (with notepad++ for example)
Inside the file search for 'SCHEME_MAX_SUCCESS_CHANCE' change any values you care about to 100 (or whatever number you wish).
Enjoy.
For example, if the AI has an intrigue focused King and he has a feud against our house, considering of their house members have high intrigue, will they also have 100% success rate for muders, kidnapping,..etc Or is just for the player?
