Some of them need the ammount of 1.

Also found how to increase a number of perks for a merc. Just run this command:
SelectedObj.perkPoints = 20
Where 20 - is the number of available perks you want to spread.
It still works, if you are able to follow simple instructions...
You click 'options' then 'mod options' then scroll to 'cheats menu' and click on 'enable cheats' to turn it on.
If it's already set to on, simply click it off, then on again and then click 'apply' at the bottom of the screen. After that, click 'back' and like magic, you will have a 'cheats' option in your main menu.
PlaceItemInInventoryCheat("FineSteelPipe",50)
PlaceItemInInventoryCheat("Microchip",50)
PlaceItemInInventoryCheat("OpticalLens",50)
Just execute it and voila!
Removing the mod keeps all the cheats you did previously enabled but I'm not too sure what cheats are on and what cheats aren't.
If yes, i just can't find it.

Just like Mike told you on the 21st of march. But reading can be hard sometimes *rolleyes*
it works
Is there any way to add items, such as crafting items, med kits, etc.
but this mod disable steam achievements ?
Some people who had trouble found that going to Options -> Mod Options and toggling the Cheats Enabled setting OFF and back ON again fixed their issues getting it to work.
THX!
1. Install the mod
2. Enable it in Mod Manager
3. Open Options, there will be new category - Mod Options
4. Check that Cheats Menu mod (this one) has it sole option Enabled
5. Load your savegame
6. Open menu with Esc, there will new shiny button - Cheats.
7. That's it. Now you can play the game, but you better play without cheats, I warned you!
I must say it is a wonderful game. But JA2.1.13 had about 130 mercs. When I consider that common and frequent vanilla mechanics cause the limited supply of mercs in JA3 to become even more limited I think this is an area where they failed to hit the sweet spot in vanilla design.
