you can modify them using the skill.cfg, i have made an addon that adds sliders so its interface friendly

Can you make the ability to buff all the other half-life 2 weapons, like have a slider for each weapon in the spawn menu for how much damage they do?

isnt that damage vs everything?
it was probably lowered against players for balancing reasons

yep, i still remember when stunstick did 40 damage and crowbar did 25

yeah and stunstick should be 40 damage.
idk why they all become 10 in a random update a long time ago.
