This is especially true due to the fact that all Nanman units, other than Lady Zhurong's, have -100% Fire Resistance, so they all take double damage from their fire missiles. Add to their morale reduction and you start seeing just how brokenly unchallenged Lady Zhurong's faction truly is. And this is coming from someone whose favorite faction is Lady Zhurong.
So yes, their purpose is to act as a counter for archers to balance out the Nanman factions and be sort of weaker tribal "crossbows" with a unique twist by debuffing units due to how often they're able to fling rocks.
They won't dominate a battlefield like Fire Archers, but unlike before they are now an interesting threat to face with a varied purpose.
Given that ingame the Slingers are cheap counterparts of Repeating Crossbowmen that deal the same debuff, I think it would be a bit balanced if they have the range of 150 like in their Rome II Counterparts. If 150 is too short, then 175 might be better.
Slings fire faster than Archers by a good amount, and if pitted at a 1 v 1, will melt Archers of equal ranking.... and would melt charging infantry and cavalry that is unprotected. Quite problematic if the AI fields slinger centric armies too.
This is my opinion when testing Slingers against Most units. It is a bit biased and subjective in the test, but it is an opinion.
