Nevermind, I figured it out, all you need to do is make an addon of type NPC with the sound folder as described in screenshot 2. Everything else for making the addon is standard addon stuff.

Could you make a tutorial on making a custom voiceline pack to be shared on the workshop? I want to create my own pack but am unsure where to start but it needs to be able to work on a dedicated gmod server

Great mod but the pain of trying to scan for a single voiceline from the files is real T-T I don't know if I'll ever recover. All for that damn "give me the crowbar" line.
