My mod is very simple, and just points to files that already exist in order to allow you to access them. But these gfx files were added in First Contact, so they won't exist if you're running 3.6.1
As for my test on unsubscribing a room mod, it didn't work
I guess what ever mod I subscribed to had damaged the code from spawning in the game :/
I recently rolled back Stellaris from version 3.8 to 3.6.1 (for personal reason)
I tried unsubscribing and re-subscribing, didn't work
I also added these mods recently:
UNSC Humans (created by using AI generated art)
SoCool Species
The Shogunite Humans (Standalone from Legion)
Imperial Humans
United Earth Humans
It might be possible I might have reach the limit of how many rooms the game allows
Is it possible for you to make a 3.6.1 Legacy version?
I will have to unsubscribe one or two room mods and see if this works

But I can see how someone might consider it worth it for a mod for which that method doesn't work.
I have no idea how other cityscape mods get around that, if they do. But if one of them would like to get in touch with me, I'd be happy to accept the help.
Is it because it uses the original resource of the Solarpunk Empire rather than duplicating the cityscape as it's own original asset?
Or just edit the user_empire_designs file and change city_graphical_culture="mammalian_01" into solarpunk_01
There are also preindustrial_01 and industrial_01 cities, first looks like Naboo, second is steampunk
it's becouse Paradox, for some reasons trully beyond comprehension, placed graphical cultures that allow to use city graphics in common folder, that is used to calculate checksum.
You can still use room and get achievments tho. Just delete "common" folder in mod's directory
