it was just the mod i needed but it is broken. Nobody has armies when i activate the mod.

新开了个1.33的存档，检查了下并没有失效。
但1.33版本游戏不兼容1.2X的存档，读取旧档会不显示军营导致无法招募将领。

It should be universal, only modified 3 parameters of the defines.txt

搜COMMANDER慢慢找找看。
