Player Governor Mod +/Plus Shokuho Mod = Prosperity(Surplus Food) inactive/disabled.

Thank you both for your suggestions. However, the governor can only stay in the city as per the game's core design, because the governor is considered part of the garrison. If you, as part of the garrison, are also out on a campaign, it would require changes to the combat selection logic.
The purpose of this mod is simply to make the player's governor skills effective, without expecting extensive changes that could cause incompatibility. I had previously considered a design where you could govern a higher-level town while staying in a village, but abandoned it due to this logic. Therefore, I regret to inform you that I cannot support this feature.
Currently useful scenarios:
1. Staying in the city for an extended period during a siege
2. Short stays while waiting for wounded soldiers and NPCs to recover
3. Waiting for certain tasks to be completed
These periods are not long, but this mod can make these idle times slightly more meaningful.
