Github page you need is called "Cold-War-Project". AFAIK the most compatible branch is called 'dev' at the moment. Very unstable, but at least it works.

Will it still be updated on Steam?

If the mod is crashing for you at launch; right click in your steam library and select properties.

Then select Betas; in the "Beta Participation" section use the drop down menu and select the 1.5.13 Chimarrao beta.
The game may need to redownload, if it doesn't restart steam. verify that the 1.5.13 is selected. If it is you will see [1.5.13]
next to Victoria 3 in your steam games list, and should be able to now launch the mod.

idk whats the progress of this mod of its getting worked on in the background or not but a update to a more today's version would be very very helpful. i can see that tats what everyone is saying even screaming and as a person who has made couple mods and games before i can get that there are many complications that can get in there way. so i can be passionate just a friendly reminder to update it.
