What I did in the end was install a mod called "Expanded Espionage And Diplomacy", which adds an espionage mission to influence another empire's ethics, which is just 1000% better as a form of peaceful subversion.

You could add features in this mod to boost the TV bonus from spiritualist pops, and if you're willing, also increase the crime production of the Subversive Temple. Both things would make this mod even more fun to play with.
