@doutor_pimpolho Germany is supposed to have been formed after a soft revolution (they are a Not!Napoleonic state after all) so I don't think I'll give them too many poor starting laws but I'll give it a look for sure. State Religion perhaps, yeah. Over time with JEs and events they should get a limiter as well
