Hello, not sure if this is still being maintained, but it looks like the 4.0 update made this mod unusable. When this mod is active, I can't chose any of the default empires, and my customer empires can't spend all of their Ethics points because I can only select between Fanatic/Normal Authoritarian or Egalitarian. No other ethics can be selected, so I can't reach the minimum 3 ethics points spent.

I would like to note that I do enjoy the mod and the reasoning it gives in the flavor text for why the authoritarian government is putting these standards into place.
