Will probably update Migration. Haven't put much attention to Social Engineering Plus.
* New policy: Fitness Tax Credit
* New dilemmas: Hooligan Act, Pro-drug band on tour, and Grassroot Sport Clubs
* New sound for sport events
To have such an event you need a minimum structure established and would affect how everyone persives the county (+everyone, +patriots) and is an incentive for health (+health).
It would also affect other areas by the investment focus necessary to such an event (-gdp, +/- education)
There are dilemmas about Combat Sport and Dog Racing, though.
The mod I had in mind would revolve around a Simulation value called 'Athletism'. This would represent the level of athletic culture among the population, rather than how physically fit it is which, I imagine, is represented by the Health simulation. High levels of Athletism would increase Health and make it more likely for a 'International Games Victory' event to occur which pleases Patriots (similar to the Nobel Prize event).
Policy ideas:
Public Gyms - Open gyms up to the public similar to public libraries.
Fitness Subsidies - Subsidies for exercise equipment and fitness training activities.
National Marathon - Hold public marathons. Angers Motorists due to closed roads.
Sports Club Subsidies - Give subsidies to sports clubs so they can afford better equipment and train better athletes.

* Sport Venues are 50% more expensive.
* Sport Venues no longer enrage Capitalists. The major drawback is the cost; se discussion below.
* Health and Obesity effects are more regressive, and Foreign Relations effects are more progressive. Small sport venues are more focused on physical exercise; large sport venues are more focused on professional events.
* Balancing of events.
Gameplay-wise, that would be represented by pulling the Sport Venues slider to maximum (building the stadium) and then pull it down to zero (selling the stadium).
If the olympic stadium was originally funded by a private company then it would be privately owned from the start and would therefore be a part of private industry.
For example, the amount of taxpayers money that went into building the olympic stadium in 2012 was in the tens of millions; however the year after the olympics the stadium was sold off to Qatarian capitalists for less than half of what is was worth. :P
They have currently no effect on alcohol consumption, though the issue is interesting. According to a Swedish report, young people who do team sports start drinking at a lower age than other young people.
