Once you use all of the cards from a deck just flip the deck back over, shuffle it, and start again. You're more than welcome to come up with whatever you want if you don't want to reuse the same cards, that would probably be quite entertaining. I'll be releasing an update to add more cards to all of the decks soon as they could all do with some more, especially the Brazil cards.

You are completely correct and it's something I'm very much working on balancing out. The economy is in shambles at the moment.
