@Patriote Yes, that just means they won't have unifications plays like Germany and Italy. If they did they would try to form nations much more aggresively

@Patriote Victoria uses a tiered system of formables. county-kingdom-empire-hegemony. So you can theoretically form 3 different nations in one play through

There are multiple formables, but it seems like Victoria 3 allows you to form a single nation per game. Do you think you could change that?

Could you fix the borders of the roman empire so that it includes a missing piece of algeria and some greek islands that aren't included in the border.

New Guinea
Maybe the individual Polynesian islands as releasables too, but I'm not sure about that

Thanks, it's especially annoying that as far as I can see, I can't dynamically change a country's tier (I wanted to make a little decision mod to downgrade a country tier from hegemony to empire). As a really horrifying alternative, I made a little personal mod to change the HRE tag to Empire and now I can form the roman empire!

@Locke Correct, hegemonies can't form other nations. That's just the way paradox designed it

I formed Central Europe from Austria with inherited primary cultures, but I'm still not getting the journal entry "je_rome". I have more than 50 of the required states, pan-nationalism but I also have the OR condition (my country has north italian as a primary culture). Am I missing something here? Can Hegemonies not form another hegemony-tier country?

@BreadDaddyLenin that's already my workaround. What I'm annoyed with is that some tags are essentially unplayable if released on game start instead of being formed under specific circumstances later in the game.

Please add more default cultures to tags where it makes sense. It sucks to release the Pacific States from Mexico at the beginning of the game, only to have the sole primary culture be Yankee and thus disenfranchise my entire population.
