It will build urban districts if there is a housing issue. It prefers fixing amenities with Holo-Theaters or other similar buildings since those will provide up to 4 amenities jobs instead of just one. If you are playing a gestalt consciousness you don't have access to those buildings so it will instead revert back to building urban districts.

does the "Free up at least 4 building slots" line mean that the mod does not build urban districts if the that automation setting is selected?
