Hi Joshua, Ecuador was, in fact, historically an Incan province. At the start date of Victoria 3, Ecuador had a large Quechua population. There are, of course, other cultures indigenous to Ecuador as well, but I believe it is still quite fair to suggest that Ecuador could be a hub for some sort of alternate history Quechua nationalist movement.
