This mod has a sandbox variable 'Minimum Drainable' set to 20. Change that to 0!
are these the games default values? or are these the ones you added
im not sure if i leave the some values at 1.00 "one" and still have a higher chance of getting items with this mod installed. just curious so i have a better understanding how the values work.

So you can alter through the settings only specific outfitted zombie... should make sense?
