How do you get Meiji as the leader of the nation?

Very good mod. I suggest to add an event for an "open market" play from a foreign Power about 1850. This happens, in vanilla, but in a random time and usually very late (1880-90) .
Obviusly I'm thinking about Perry's expedition.
This would force a change in an historical timeframe.
