I was checking my mod setup for errors and saw that your 00_innerasian_cultures.txt file isn't in utf8-bom. Not sure if it's causing issues but it can and it's shooting an error so figured I'd let you know.

Can you help me create flavor for Americas and government mod when working on this? The game needs model for federation and confederation models along with more traditional but less centralized empires like the Qing. It could relate to a possible warlord and civil war mechanics. So you have stuff like local governors or appointed officials or elected local ones or local aristocratic leadership.
