So you can put let say the minimum amount to 100-1k and that would remove the most problematic of the immigrants.
Almost 0, AI is not capable of building enough buildings to hold all population, migration won't help them.
1. It's very hard to measure to what extend should assimilation be buffed, considering there are many very very different cases to cover. I believe the current implementation (almost non-factor) is pretty decent.
2. I doubt how many resources can be saved even if max buffed. New pop will keep coming in and only a percentage of them will be converted each time. Thus the number of different groups not reduced, just minor groups having much less population. Not 100% sure so if you have some well controlled experiment please correct me.
