In fact, one can reach 70% capitalists investment contribution (50% from law + 20% from interest group) - not a qualitative change compared with 90%. At the cost of bureaucracy, a little more money going to government coffers rather than pops (which may not have a good influence on the economy) should now make sense I think.
As others have pointed out, I see a balance issue; One solution I could think of was to make "Government-PM" cost bureaucracy to maintain (per level I would say)
But I don't know if this is possible to implement code/mechanics wise.

Probably my perspective is skewed because I tried it my first time playing Britain after playing random small countries for so long
Maybe 90-95% is a bit much. The economy becomes too easy and it gets overpowered quickly.
Since vanilla capitalists is 25% then maybe 50% contribution from bureaucrats would be best as the remaining profits it would make sense would instead go into wages or back into the business?

在游戏中的国家运营偏向于后者,而再进一步就直接变成工人合作社了,完全不存在所谓的真正的国家产业。
