I don't have my actual save but I was able to recover a backup from an autosave and sure enough with surrender tweaks on the issue occurs if I wait a few days, right around the same time, It's a lot less severe since I did a full clean reinstall whilst troubleshooting and most other mods (especially better time) are off, but it's still very perceptible.
The save is at the 11th of Autumn, stutter starts somewhere between late 12th and early 13th, around when you see the prisoner notifications.
Mods kept were RBM, OSA, DRM and their dependencies and patches (should load just fine without the OSA/RBM patches I think).

I did have the occasional stutter before but it was never as severe as to the day of the previous report, so I just normally attributed it to some other cause.
According to Novus and BLSE the version of Surrender tweaks I have is 1.7.4.0, which, according to Steam and Nexus, should be this most recent one, hence it not being a case of the Workshop not properly updating the files.
I am not entirely certain as to if the battle was a normal or siege one since It didn't happen in my vision range, probably a field one since no fiefs seemed to have changed hands.
I do reiterate that I have no idea if the battle itself is the cause of the issue it's just the one "big thing" I'm aware happened around that particular date.
