@sutekhbaal Yeah, not all characters have bounties, and they don't need to, the idea is to search for the targets. If you don't like the game like that, you can just play the game without Hotshots. Some other Workshop users have uploaded the game with only Unfinished Business, or without either expansion.

The expansions do work just fine together though, my group played it without any issues. The 5 player support was added in Unfinished Business and there's no systems which really limit the number of players other than the amount of content in the game. The limited amount of content is largely addressed by using both expansions.

Both expansions do not fit very well. You need to remove all character tokens from Hotshots because it breaks the bounty hunter mechanic, there are no bounties for these characters. And finally there is conflict between both YT-2400. You can't play with 5 players because the new contact reveal mechanic only considers 1-4 players.
