You'll need to put this mod of the bottom priority so that it doesn't overwrite portrait mods.
I know this is recommended as part of the combined TROM + TUP list etc. along with the above mod, but it seems to prevent bandit banners on the campaign UI from showing the new art for all the bandit factions where its used on settlement names, doesn't seem to affect any other faction.
I've tested it and It doesn't matter whether I place this mod or the flag mod at the bottom of the top of the list, if this is enabled it stops the bandit flag art from working on the UI.

The best way to increase turn times to have a good CPU. Check that your CPU is not being throttled by your system. One easy way to adjust this is to go into Control Panel > Power Options, and then setting your PC to High Performance. There are some guides out there help you tell your computer to use all of your parked cores. People report varied results with that.
