Like does it function after typing "survey" in the command console with ironman mode turned off?
You will find a edict called "auto build star base". Essentially when your scientist finishes surveying you will get a text box asking if you want to build. If you hit "build" it automatically claims the system and will deduct the resources. If you don't have resources it will keep taking until its payed off.
If you combo this with machines (doesn't have to be exterminators) you can colonise many, many planets
