Keep in mind that the bell sound is quieter from behind the locomotive by design, to emulate how they attenuate in the real world.
I have updated the mod now to include soundref files specific to the Sound Fixes Pack, which will point the locomotive/wagon sounds to my mod's sound bank. So this mod will now fully work when placed above Sound Fixes Pack in the load order.
I replaced the sound by replacing the bank file, as the semaphore_model file is a nightmare for both mod compatibility and future update compatibility. Perhaps you can find the conflicting mod with this info.
As a first step, you can try to putting this mod at the top of your load order. If it's fixed, another mod is overriding the bank. If not, another mod is modifying that semaphore_model file.
Do you know this? It is not a MOD conflict because I have been using another one it works fine.
