I think Democracy + did it better in terms land value tax.

Nvm, I take it back. I've done a little testing. Mod is way too overpowered. The land value tax generates way too much revenue at the low end. Compare this to the LVT in the neoliberal mod.

This is currently the best of the land value tax mods. The only change I would recommend is to increase the wealth negative opinion factor and add in a middle class and retired negative opinion factor similar to the in-game property tax. This would provide some balance and would also reflect how voters react to such policies in real life such as in Denmark and Pennsylvania.
