I'd lower the quality to 2. 12 room charge for an angel sounds good, and is rather good depending on which one you are likely to get (the babies persist through rooms) but otherwise the item is a worse delerious. If it had some other effect when held maybe the quality could stay at three.

Compared to Book of Revelations and Satanic Bible, its not as good due to its double charge but it can be a good boss clear if the lasers of the angels hit... so yeah, Quality 3 with the added buff seems to balance it out pretty nicely.

Everytime someone makes a quality 4, 12 charge active item that summons something I die a little inside. Its not a quality 4 item. At best, the angels are a 2.
