Report a translation problem
One suspicion I have is if using mods that add races, of said mod races interacting with the modded seats, causing an issue, perhaps relating to them not having the same animations as the base game races. It makes me kind of think of something like Musical Chairs combined with Russian Roulette.
Secondary evidence is one of my installed mods (which is supposed to cause town guards to 'rescue' downed allies) has caused a lot more people to just 'wander around', and not be in the bar, in a few places where it would have a chance to crash for me. The number of crashes when entering bars, has greatly gone down since then.
Love this mod but can't get it to play friendly with immersive non-combat animations mod. For that reason, I'm out.
It always lets the bartenders not go back to their spots after throwing someone out of the bars. And once the bartender leave the bar, you can't talk to them, hence you can't buy or sell anything.
After starting the game without having this mod, I loaded, and saw the bartender went back to the right position from where they used to stuck for an eternity.
I do wonder if there is a link between that and the rare odd bartender behavior. Also makes me wonder if there is any connection between the crashes and moded races, since they don't use animations from other mods, if that might be causing something to derp out.

The problem only occurs in their home base, the city of Crab.
I checked the new game for the first time with only this mod and the tavern was unoccupied and for sale
When I go to the club town with this mod installed, the tavern is for sale and unoccupied!
Just to be sure, I checked with only this mod installed and it was still unoccupied.

For those with crashes. If it is consistent with a specific location or type of bar, 2 ideas. First, try just stopping outside of the bar entry, and then walking (not jogging/running) in. Second, try repairing navmesh before entering, and see if that does anything.
For me, while crashes are very rare, it is almost always an L-shape bar (mainly at Waystations) or the one 'outpost' bar the smugglers have in Shem, and very rarely, a Stormhouse type bar.
I gonna find this no matter what!

UWE, Living World, are not the culprits. =x
Now there seems to be as many NPCs wandering outside as there are sitting in the bar. Similar for the smuggler bar, last time there no crash issue, but a half dozen NPCs were just wandering around outside. I 'think' it is was the one smuggler group that (on previous visits anyways) was (always) sitting at the same table.
Mods I added recently that affect bars or NPCs, is one that moves Hub bar to the Snailhouse, one to add skeleton recruits to BDC, and 2 patches I found for custom races to use the Lively Bar animations (Female Androids and Robotic Limb Base Skeletons).
Anyway, since they are not that many mods, you could try disabling some of them until this one works, to find out what's confilcting. Also, did you try placing this mod on the bottom of the list?
@bao I'm not sure exactly what bounties you are referring to (is that something in the vanilla game?), but it doesn't sound like there should be any problems with that :) This mod is not messing with any dialogue or unique npcs
