Still a fantastic mod. I love it completely. Watch the other civs slow down tech advancement, and not know why. I am double the tech of next closest civ. So thank you.

Unintended Consequence of this would have to be that if you hold off expanding beyond your core 5-10 planets until you have completed all the tradition trees and want to start ascending planets then it is very plausible to get planets that number back down to no penalty range. I have 18 planets and using a few traits and the empire size ascension perk, I am down to 267. currently in playthrough. I believe I can get this down to about 6pts or less a planet including the districts and population. so about 112. and then only 1.5 pts/system with 35 systems for a grand total of about 167.5. If I took Harmony Tradition and Administratum Tradition then I could drop it to being under 130 which with the ascension perk, means no empire bloat(size) penalty. might be able to push it to 22 or 24 planets with little to no penalty. i'll give an update to see where this heads until end of game.

I wonder if PDX even knows that the Districts are costing too much Empire Size; Same with the fact that *wars don't have names anymore* which I also don't understand. I haven't read anything about either of those things being bugs yet

For districts, maybe you could get the total number of districts on each planet and apply a modifier based on that to counteract the excess sprawl? Ideally you'd tally it up at the empire level and apply an empire modifier to avoid having yet more circles on the planet interface.

I'd have wanted to do something similar, but with the fact that I can't lower district size it's very limiting. in what I can do, as district's in effect tax you twice for pops working jobs. With so many modifiers that reduce pop sprawl from pops I'd much prefer pops be higher and districts be lower as not to nullify all those ways to reduce your pop size,

I did find that bonuses that reduces pop sprawl became useless though, so I made a slightly modified version for personal use thanks to your files, with pops giving 0.2 but penalties being "only" multiplied by 5 to compensate, which I think works very well !

Looking at it, it appears to be some kind of error on paradox's end. In the defines the districts are set to give 0.5 empire size. I do not plan to make districts 0,5 size, I'd prefer they were lower, closer to what I have pops at now. But I can't change that by changing the defines.

I did look to see if there was some kind of scripted effect that applies empire size modifiers, but I can't find it in the files, so until I figure out how the Empire Size system actually works I'm afraid I can't fix it.

I think maybe Paradox meant for Districts to add 0.5 to Empire Size each, and that adding 1 is not as-intended. Any chance you can create a variant of your mid that is as vanilla except Districts only count as 0.5 Size?
