I will probably just add the ability for all to use /reclaimpublic though, I think that's a sufficient solution that will not cause issues.
The default behavior is: you only can modify what has an owner (what you build with mod on). You can't add public structures using this.
When you think about mods like camp security or my home: they have the same behavior: Anyone can claim things for their own.
This is nice in public endless casual servers (like mine) when you want players to have their own houses and things like that, but still want to public things to exist for newcomers.
What i suggested is nice in a config when the default crafts are public, but you can claim specific ones as yours.
Maybe is something super specfic for me, idk, I saw as a nice option (✿◠‿◠)

A *lot* of bad could come from anyone being able to reclaim public items, and if it's only you and a few friends because the server is private, why not just make everyone admins? That's my current thoughts, but I'll think about it some more; open to hearing you out as well :)
Then, make sure the buildings you're trying to modify have ownership, AKA they aren't public. OWnership must be enabled in general (the required mod), else this mod doesn't do anything. Send a log (with pastebin.com) if you're still having issues
