The NPC/characters that are arrested, will appear briefly in the prison, then leave according to their individual AI Package and return to their original position. The arrest sends the NPC to the prison (maybe they post bail?). It does not keep them there. I used Factions for this, like with the Thieves guild or Dark Brotherhood factions.

I thought it was just me, at first I didn't get the option to fire a guard but I brought up a save and then it appeared. All good now and I like the mod, thanks

This was a mod request, the female guard is hired by the Magistrate in the Court room (she appears in the court room). I can mod requests and play ESO.

I just tried it and found no issues, it works as intended. Not that I'm complaining, but I thought you retired from modding?
