and the weapon changes (ammo, firerate, etc) arent only for the mutation, they exist outside it

I made this 4 years ago and I didn't played L4D2 since January 2016...
I don't remember well. But if you dowload the addon, you can modify it like you want.

Go in Mutations mode, choose Nightmare Horde Mode, select a map.
