Lunar_mando, I'm guessing it was because the Bristleback Boars (Tusked Bristleback) first showed up in Northern Solstheim in the Elder Scrolls III Expansion Bloodmoon.

nigello2 , talk to Gjalund Salt-Sage (Captain of the Maiden) in Windhelm and you can book passage to Solstheim. Once there get off the boat and head to the left until you reach the shore. Once on shore you'll see an intersection. Head to the left and you'll eventually see the market. Baron will be in the Ash Yam field. Hope you find him.
