If I understood your concern correctly, you just have to move the appropriate modded game files to the mod file and the game should load them properly. Keep in mind that the file path needs to stay the same.

I have some new national ideas that I made and input into my own game, but currently I just edited the text document with national ideas. How would I be able to make it so that I can just stick it in the mod folder without changing the actual game files, and more importantly, make it downloadable on the steam workshop
