I would buff the hapiness and leader XP gain a bit and add a little extra Unity gain to represent the deeper bond between psionic pops, maybe even some anti crime since it would be hard to comit crimes when everyone in your soceity can read minds or at least sense emotions and intentions. The other stats I would leave as they are.maybe some extra disengagement chance for armies and fleets as they could sense enemy intentions and thus escape easier than synthetics or normal bio/lithoid pops.
Hope this was helpfull for some balance ideas :)
Question: Are you also adjusting leader traits/benefits inline with your changes or only the generic pop traits? that would be really cool :D
