The reason :
-It is a role play map and the use of NPC is secondary.
-Deadline for the development of the map. Adding all the "AI Nodes" would have delayed the release of the map for several months or more.
Note : Garry's Mod doesn't make me any money and I have to work on the side.

So the map has AI Nodes, but they'll only spawn in the tunnels for some reason.
