Well, to be honest, I like that buff. And that buff only works if you both have Mom's Knife and Tech X. Since there's only a small chance to get both of them in one run, it will be a great bonus for your excellent and cool item combos. Therefore, I omit the damage decreases in the original game on those occasions.

I thought this was just a syngergy mod not a balance mod, that tech x buff is unecessary

I think tech X should scale with damage. Removing it entirely makes it too strong.

When you have both Mom's Knife(or sword) and Tech X, the answer is Yes. Otherwise, No.
