This is an issue with one of your other mods incorrectly using the Highlander hook for "Can Equip item" and not checking if the slot is empty. Therefore you (or more likely the game on auto) are literally equipping more than one of an item in the same slot.
This was mainly an issue with some of the older Mushashi mods, but all have been fixed by the Mushashi Mod Fixes by iridar.

HP, Mobility and Detection modifier ..is all these armours are set up to give in this mod
If you want these to give something else then you will need to get creative with something like Iridars Armour Overhaul (Hp > ShieldHP) or CreateAbilities(make new perks to assign)
In their current state they follow the same pattern/path as vanilla armours
Females can access them fine.

That question isn't really related to this mod, but to any cosmetic mod. In short in restricts the cosmetic option to only soldiers of the 'veteran' rank or higher.. in base game configs this is SGT rank, I think.
It's normally overidden by popular mods such as Unrestricted Customization, or Allow All Armours from Start.
The mod have a minor conflict with reliable wounds. Civilian disguise reduces the hp by 1 and leave the soldier wounded after battle even with a flawless.
Also this mod have minor 'concept' conflict with Iridar's armor overhaul.
Though all above could be resolved by edit XComGameCore.ini
