This mod does still work, though the game might mark it as outdated. OP Moldavia is a reference to my joke mod of the same name, though that mod almost certainly doesn't work anymore.

Couldn't tell you, all I can say is that it definitely works on the newest version on my machine.
Might be a conflict with another mod (though only if that mod affects custom nations) or maybe it didn't get enabled in the launcher correctly.

Sure it's updated now, but it would have worked even though the launcher said it was out of date. Mods will only stop working if the game's update interfered with what the mod changed, so this mod will almost certainly always work regardless of version.
If the launcher says a mod is out of date you can always just enable the mod anyway and check if it works regardless.

That's not true, if the mod isn't working for you then I dunno what to tell you, but the issue isn't the version.
Most likely you either didn't enable the mod or you have another mod enabled that conflicts with it. If neither of those things is the issue then you're out of luck i guess.
