I had the hue and saturation parameters backwards in the description. Updated. ;) That's what happens when beers.

The description lists where you can find them. Junkyard, Auction, and Salon. If you find a vehicle in your first couple visits to a location, you're lucky. It usually takes several visits before you find a vehicle, though. Just keep going back until it shows up.
