looks like i was correct. without this mod you get mission rewords from the current update of eu4

this mod needs to be updated. it seems to not allow certain rewords from certain missions (i'm going to double check just so others don't have this issue without knowing)

Missions Expanded sadly doesn't work with my EU4 (I don't know why) so I won't be doing Missions Expanded for now. And I would probably have to get in contact with the missions Expanded creator, so it probably won't happen at any point
