I'm bad at explaining and English but:
low pitch things happen when the new sounds project rate is not "44100 Hz" and also maybe not mono.
Change project rate (Hz) you can find in audacity before exporting wav

@____ No problem! Sorry for long response, though I'm curious how do you make the voice mods without them sounding low pitched because I tried matching the .wav files to match the same time length as the original voice. I'd really like to know how to do this thanks :).

I'm using "[L4D2] Infected Hud Health Bar - AlliedModders" and it require sourcemod plugin or something

Although this HUD health bar plugin sometime doesn't work (for me) since the author stop supporting
